Between January and March 2025, which coincides with the harvest period, nearly 1.2 million people (10 percent of the total population analysed) are projected to be in IPC Phase 3 (Crisis). This is a marked improvement from the current period (November to December 2024), where 1.9 million people were classified in IPC Phase 3 or above (Crisis or worse). 

The improvement is likely a result of the expected favourable agricultural performance and abundant rainfall, as well as the increase in household food stocks, even if during this period, the prices of manufactured products are expected to remain higher than average due to the high cost transportation. 

• Provide emergency assistance to save lives and livelihoods to 179,000 people (Northern Depression, Congo Nile Ridge and Imbo Plain).
• Provide emergency assistance to reduce food deficits and protect the livelihoods of 1.7 million people in IPC Phase 3 (Crisis).
• Ensure care for vulnerable populations in urban and peri-urban areas affected by flooding/rising waters of Lake Tanganyika, particularly those in need of relocation.
• Strengthen the preparation process in responding to emergencies, particularly with complete identification of reception sites and possible relocation in areas with a high risk of displacement (Mapping IOM Multi-Risk) to enable rapid emergency response and shorten the reintegration process in the event of displacement (avoid prolonging humanitarian needs and response).
• Provide assistance with agricultural inputs for the establishment of the 2025B agricultural season, to enable vulnerable households affected by various hazards to revive their livelihoods and provide them with support adequate for the implementation of initiatives aimed at strengthening their resilience to shocks.
• Accelerate the process of setting up the early warning system for all with a view to better prepare and respond to emergencies.
• Strengthen the “anticipatory response” approach as an effective and less expensive method of responding to emergencies.
• Advocate to accelerate the start of the urban resilience project to avoid the recurrence of flood damage and landslides on the coast of Lake Tanganyika. Possibility of resorting to the organization of work at high labor intensity (HIMO) for cleaning watercourses, protecting banks, installing dikes, protection of watersheds etc.
• Prioritize market supply in the current context of fuel shortage.
• Prepare a complete and appropriate response in favour of repatriated persons, including in the event of a mass return.
• Continue to scale up the “MERANKABANDI” social protection program and adapt it to take into account for emergency response.
• Systematic provision of development programs with a contingency line for responding to possible emergencies.
