IPC in Burundi

The IPC Acute Food Insecurity scale was introduced in Burundi in 2007. Since then, the country has conducted IPC Acute Food Insecurity analyses twice a year, after each main agricultural season. Moreover, Burundi conducted its first IPC Chronic Food Insecurity Analysis in 2016 and its first IPC Acute Malnutrition Analysis in 2013.

The IPC is hosted within the Ministry of Agriculture and Livestock with technical and Secretariat support from FAO. The national Technical Working Group (TWG) counts 50 members, the majority being Government officers from different institutions (Primature, Agriculture and Livestock, Health, Environment, and Plan/Finance), with participation from UN agencies (FAO, WFP, UNICEF, and IOM), national and international NGOs (ACT, CONCERN, WVI, CAPAD, FLM, HCB, CARITAS, COPED, Food For The Hungry, and Croix Rouge), and technical agencies and academics (universities and FEWSNET).

The recognized quality of the analyses and the technical consensus have earned the confidence of national decision makers. Strategic documents and projects on food security, implemented by the Government and its partners (the UN and donors), use information provided by the IPC.

The various analyses have informed both development planning with the Government Investment Plan, and interventions focusing on most food insecure areas in IPC Phase 3 "Crisis" through donor-funded projects. IPC products have served as a guiding tool for the development of the UNDAF, FAO’s Country Program Framework (CPF) and the HNO/HRP process.

Looking ahead, the national IPC TWG keeps working towards: full ownership by the Government and institutionalization process, including financial investment and ensuring the Secretariat; further refining the acute analysis through greater reliability of data and strengthened technical capacity; and improving the Early Warning component by refining the analysis of the projected situation.
