IPC contribution to the Response Analysis and Planning Exercise in ECA

Following the Response Analysis and Planning Workshop held in Karamoja region of Uganda in May 2013, a series of other response analysis pilots were conducted in the region by the Steering Committee of the Food Security and Nutrition Working Group (FSNWG).

The Response Analysis and Planning Exercise showed the comparative advantages of structuring the response analysis based on IPC analysis results and few lessons have been drawn, specifically: 

  • The IPC Analytical Framework allows a harmonized assessment of the various components of food security and their contribution to the status or level of food insecurity. It thus makes it easier to identify priorities and facilitates the coordination of response efforts.
  • A response analysis inspired by the coherent architecture of IPC makes it easier to identify priorities and facilitates the coordination of strategic response efforts.
  • Using international and mutually agreed upon standards, the IPC ensures that classifications are based on analysis that is transparent, rigorous, and, to the greatest extent possible, evidence based, avoiding local biases.
  • The IPC allows different agencies and stakeholders to use a set of definitions and standards for classifying the food insecurity scenario. This consensus is also preserved in the response analysis allowing complementary interventions in various sectors of food security.
