The fourth quarter of the Livelihoods Analysis Forum (LAF) took place from 4-6 December, 2007 at the premises of Southern Sudan Commission of Census Statistics and Evaluation (SSCCSE) meeting Hall, Juba. The SSCCSE is the institutional home of the forum. The LAF session applied the Integrated Food Security and Humanitarian Phase Classification (IPC) tool in the analysis of the current situation in Southern Sudan, for the period from October to December this year. The IPC is a rigorous system of situation analysis, a powerful tool for classification of the livelihoods situation based on internationally agreed standards. The tool does this by providing a way of bringing together diverse sources of information, helping in the understanding of very complex issues, by easing their interpretation through a process of technical consensus and transparent debate.
