IPC in Rwanda

Following Rwanda’s participation in IPC regional consultations and trainings since 2007, the IPC Acute Food Insecurity analysis was introduced in the country in 2014. In 2016, the Inter-governmental Authority on Development (IGAD) / IPC workshop implemented through a collaboration between the Ministry of Agriculture and FAO Rwanda, led to an invitation to the IPC Global Support Unit (GSU) to renew IPC awareness raising in the country. This was carried out through bilateral meetings with key ministries (the Ministry of Agriculture and Animal Resources (MINAGRI), the National Institute of Statistics of Rwanda (NISR) and the Ministry of Health), government institutions, technical agencies (WFP, FAO, and UNICEF Rwanda) and donors. Two successful strategic missions led to the adoption of the IPC process by government and technical agencies as a tool to support decision making and policy formulation, especially in understanding underlying causes of the vast chronic food insecurity in the country. As such, the Chronic Food Insecurity Analysis process has been rolled-out in Rwanda and the analysis is planned for the third quarter of 2018.

The IPC in Rwanda is hosted within MINAGRI and the Technical Working Group (TWG) is chaired by the Director General of Strategic Planning & Programme Coordination (MINAGRI) and co-chaired by the director of NISR. Several ministries (MINAGRI, NISR, the Ministry of Local Government of Rwanda (MINALOC), etc), technical agencies (WFP, FAO, and UNICEF Rwanda) and donors (EU) are members of the TWG.

Looking ahead, the national IPC TWG keeps working to expand its membership through awareness-raising activities at different levels and improve the capacity of the members. In 2018, the IPC GSU plans to support the government and partners to conduct an IPC Chronic Food Insecurity analysis and to build capacity for future Acute Food Insecurity analyses.
