This report outlines the findings of the independent final evaluation of the IPC programme and global project undertaken in July and August 2009. The overall results and impact of the programme from inception to date were assessed to provide an understanding of the strengths and weaknesses of the IPC approach, specifically:
- the extent to which the programme delivered activities and inputs in a timely manner, as well as provided adequate and appropriate technical and institutional support, including capacity building where needed;
- whether or not lessons‐learned exercises proved to be useful for adjustment and adaptation of the IPC approach at the country and regional levels throughout the course of the project.
- the strength and effectiveness of any institutional linkages and relationships created as a result of the IPC programme
